This workshop is organized by two scientific societies, CLEI and SBC, and is supportd by LATAM Virtual Institute and Microsoft Research. CLEI is the Latin America Scientific Society and SBC is the Brazilian Computer Society, that has carried out a similar initiative in 2006 This workshop will be held in Buenos Aires, September 5-6, one week before CLEI 2008 - Conferencia Lationamericana de Informática - Santa Fe, 2008, 8-12 september 2008 - (http://www.clei2008.org.ar/).
A Grand Challenges Workshop should foster collective work towards identifying and characterizing grand research problems. The goals of this workshop is to define research issues relevant in the long run for computer science and for Latin America, The goal of CharLA-08 is to contribute to the definition of a long-term research agenda in Latin America with the potential to significantly advance science and motivating the networking of abilities and competencies in Latin America for solution of complex problems with impact on Latin American countries. Integrating Latin America scientists and establishing collaborative networks are two relevant issues from the technical and economic viewpoint.
A Grand Challenge Workshop is not a traditional scientific event. Rather than aiming at discussion of ongoing research, its goal is to define research issues that will be important in the long run for science and technology in Latin America. It must be centered on discussion of scientific issues, and on creative thought, rather than following the usual scenario of scientific conferences, where the focus is on the validation of ideas, proofs and presentation of research results. It is not a conference for "defense of ideas or personal research agendas" - it should foster collective work towards identifying and characterizing grand research problems. Participants should involve themselves in thinking about problems, rather than on specific disciplines or issues within a topic.
The identification of grand research challenges contributes to formulating projects, which have the potential to significantly advance science, with valuable social and technological applications for the region. Some characteristics of Grand Research Challenges include:
They must present a vision that goes beyond that of a typical grant application for a research project;
• They must be subject to clear and objective evaluation criteria;
• They must be ambitious and visionary, but at the same time feasible within a predefined time frame (e.g., 10 years);
• They must be attractive and challenging for Latin America scientists and motivate society as a whole;
• They originate problems that are multidisciplinary both in nature and solution;
• The topics that motivate them emerge from a consensus of the scientific community, and serve as a long-term scenario for all researchers, regardless of financing policies or region conjuncture.
We are seeking researchers, professors, government people, business people, and others who have some vision and understanding of the challenges that should shape the research agenda in Latin America, We are looking for opportunities in the medium and long run for the Latin America countries over the next years. Attendance is limited to 30 people. If you are interested in attending, please submit a two-page statement of two or three examples of a "grand research challenge/problem" in the computer science and information technology areas that are important to Latin America. Please also show why your proposal is relevant to Latin America. The organizing committee will invite prospective attendees based on these submissions. Note that individuals invited must commit to attending for the entire two-day workshop. Please submit your paper (ps. Pdf or doc formats) in Spanish/Portugues/English. Include a brief biographical statement sketching your background at the end (maximum one page). Please also provide the following information:

The organizers intend to provide at least partial support for authors to attend the workshop.
